What should have been another calm and pleasant afternoon in the verdant meadows of Pahalgam on April 22, 2025—turned into a terrible day of bloodshed and grief. Long a favored location for Indian and foreign visitors alike, Baisaran in Pahalgam is renowned for its fantastic beauty. But that day the peace was broken by bullets, family laughing muted by cries of suffering, and the natural beauty tarnished by horror. At least 28 innocent persons and more than 20 more were said to have been killed and critically injured by a horrific terrorist attack.
Since Article 370 was abrogated in 2019, this attack is seen as one of the worst ones affecting the Jammu and Kashmir people. Two international visitors were among the dead; the fatalities mainly were Indian nationals. The event’s shock and agony have rippled across the country, resurrecting terrible memories of past tragedies and casting serious concerns about the security and future of peace in the area.
The Attack Unfolds
At about 2:50 PM, seven highly armed insurgents emerged from the pine woodlands encircling the Baisaran meadow. Equipped with M4 carbines, AK-47 rifles, and sporting army fatigues, they had a falsely official air. They started shooting randomly at visitors engaged in sightseeing, picnicking, and pony rides without warning. Eyewitnesses said that the terrorists asked some victims to sing Islamic songs and shoot those who refused. It was an evident and horrifying exhibition of planned hate.
Eyewitness reports of absolutely frantic scenes. Runners in all directions, several stumbled on the muddy paths and were trampled in the turmoil. Families split apart in brief flashes. A few courageous residents and pony drivers tried to step in; one of them, Syed Adil Hussain Shah, sought to grab a weapon from an assailant to save others. Tragically killed in the course of events, he emerged posthumously as a people’s hero.
The Victims
Among those dead were 25 Indian nationals—including women, children, and even an Indian Navy decorated officer. Two foreigners also were present: one from the UAE and a visitor from Nepal. Among the dead were also a vacationing Intelligence Bureau officer. Survivors remember seeing the assailants sporting helmet-mounted cameras, presumably for the propaganda-related recording of the killing, a troubling approach linked even more with groups like Lashkar-e-Taiva.
The Group Behind the Horror
Swiftly claiming responsibility for the killings, the Resistance Front (TRF), a proxy unit of the Pakistan-based Lashkar-e-Taiba, They argued in a chilling statement that their resistance to the over 85,000 non-Kashmiris settling in the valley constituted a threat to the demographic of the area. Saifullah Kasudi, better known by his alias Khalid, is credited by intelligence agencies as the attack’s planner. Said to be a top LeT commander, Khalid has spent years actively in the Kashmir Valley.
Government and National Response

Following the attack, Prime Minister Narendra Modi canceled his trip to Saudi Arabia and returned to India to head a Cabinet Committee on Security (CCS) meeting. He expressed his sympathy and said the offenders would be subject to the whole fury of justice. Visiting Pahalgam and meeting with the injured and their relatives, Union Home Minister Amit Shah reiterated the zero-tolerance attitude of the federal government against terrorism.
The Indian government moved quickly across several fronts:
- The Attari border closed right away.
- The long-standing accord between the two countries, the Indus Waters Treaty, was suspended.
- The SAARC Visa Exemption Program for Pakistani nationals was canceled.
Launching an extensive manhunt, security personnel combed the surrounding towns and forests, releasing sketches of the accused attackers. Deployed to help local authorities and the Jammu and Kashmir Police in revealing the wider network behind the attack was the National Investigation Agency (NIA).
Public Grief and Unity
The country pulled together in grief. Cities throughout India hosted vigils whereby people lit candles and participated in silent marches. Messages of camaraderie, grief, and indignation abound on social networking sites. Political parties, labor unions, and civil society organizations in Kashmir demanded a total closure in respect of the victims.
The Jammu and Kashmir administration made particular plans for the care and safe return of the injured and declared a compensation of Rs 10 lakh for the relatives of those dead. Bodies were moved to their hometowns with complete decency and police respect.
From the tragedy came tales of bravery. Using horses and stretchers, locals assisted the injured in reaching surrounding hospitals despite great risk. While they grieved the death of their own, their deeds saved other lives.
International Condemnation
Global leaders denounced the attack using the toughest language. Offering their sympathies and denouncing the offenders, U.S. President Joe Biden, French President Emmanuel Macron, and British Prime Minister Keir Starmer said Along with the UAE Ministry of Foreign Affairs and António Guterres, the Secretary-General of the United Nations, they also voiced sympathy with India and demanded coordinated world action against terrorism.
This worldwide reaction demonstrates a growing agreement on the necessity of separating and destroying terror networks—especially those supported across borders. India underlined its position that nations hosting and supporting terrorists have to answer for it.

The Pahalgam incident marks a turning moment as much as a tragedy. It has reopened national and international discussions on how to combat terrorism, save civilian life, and preserve peace in areas prone to violence. More than that, though, it now represents resiliency and harmony in the face of evil.
